To my knowledge, the only stations that are remotely similar to HAARP performing active ionospheric experiments are EISCAT in Sweden, Tromso in Norway, and SURA near Nizhny Novgorod, Russia. HIPAS in Alaska shut down a few years ago, and the site is in the process of being razed. It’s a small community involved in this work and the scientists all know each other, but the idea that the various gov’ts could coordinate like this is hard to believe.
